Walter J. Herbst was officially appointed Village Manager on December 1, 2009. He has served as a Trustee since November 2006. Walt and his wife Betty have been residents of the Village since 1973 with their children Mike, Julianne, Jennifer and Beth. Retired from the Social Security Administration with 41 years of service, Walt has worked in many parts of New York and New Jersey, and had regional and national experience as well. He was the Manager in Corning for 13 years, and District Manager in Elmira for 16 years. He ended his career as the District Manager of the Albany Capital District where he had served for the last 4 years until his retirement. Trustee Herbst received numberous Regional and National awards throughout his career including the Joseph P. Collins Award for sustained Outstanding Public Service. The Collins Award is the highest National Award given by the National Management Society.
Community activities have included 26 years on the Village Planning Board, V.P. of Horseheads Little League, basketball coach in the "Y" league and CYO, ASA girls fast pitch softball, co-founder of the Council of Community Services, and Board Member and President of the Notre Dame High School Board of Governors.

Marc L. Whitney was appointed Village Manager on May 22, 2008. A graduate of Ithaca College in 1972 with a degree in psychology, he has also completed graduate level course work at the NYS School of Industrial and Labor Relations at Cornell. His work career includes 30+ years at Cornell University in a variety of career paths including management experience in Police, Housekeeping, Transportation, Human Resources-Organizational Development and Training. He also has law enforcement experience with the Village of Trumansburg where he still provides firearms training, and also is certified as a Police Instructor for New York State. He has worked with JET Inc. as a contract trainer as well as owning and managing Whitney Consulting providing consulting and training services to groups and organizations in a variety of leadership, work, and life skills. He and his wife Linda share two grown children - a daughter Amy who resides in Phoenix Az, and a son Mathew who lives in Seneca County - and a beautiful Granddaughter Lili age 5. Marc and Linda currently live in a log home in the Town of Veteran that they built, and are currently shopping for a home in the Village.
