Donald W. Zeigler took office as Mayor on December 3, 2007. Before being elected, Don served the Village of Horseheads as a Trustee for 20 years. He has also been a member of both the Village Planning Board and Zoning Board of Appeals. His community involvement includes the Horseheads Comprehensive Planning Committee, Horseheads Kiwanis Club, Horseheads Masons, Horseheads Historical Society, former Chairman of the Board of Directors for Bethany Village, and many sportsmen and conservation organizations. Don and his wife Jan have four children, and six grandchildren.
As Co-Owner of Zeigler Florist in Horseheads, Don feels his strong business background will be of great benefit to the Village, as a lot of the decisions made on a daily basis, as well as long term, are not unlike those made in the business world. “As a life-long resident of Horseheads, I have chosen to commit myself to help Horseheads move forward in becoming a premier Village in which to live and work.”

Patricia Gross is a lifelong resident of the Village of Horseheads. She graduated from Horseheads High School in 1959 and went on to earn a Bachelors degree in nursing from Nazareth College in 1963. She worked for several years as a school nurse for the Horseheads School District before working for the Chemung County Health Department until retirement. She is married to Carl and has three children and five grandchildren.
She has served the village as Mayor since 1993 and before that as a village trustee. She enjoys cross-stitching, gardening, bridge, and spending time with old and new friends.
“I am very proud of the accomplishments we have seen over the past few years, some of which are very visible in our community such as the restoration of the Teal Park Bandstand, updating of Thorne St. Park, the Hanover Square Restoration Project, and the Village’s participation in the America In Bloom Program. I hope that all Horseheads residents will feel free to call the Village Manager, myself, or any Board member with any concerns or suggestions you may have.”
