Village Code

The Village of Horseheads Codebook encompasses local laws and legislation relative to zoning, vehicle and traffic, administration, and many other matters. The Code is available online and is updated automatically as new legislation is adopted. Note: Breaks in the chapter and article numbering are designed for later insertion of new legislation.

Planning Board

The Village Planning Board consists of five members, and two Alternates. The current Board Members are:

  • Don Murphy - Alternate
  • Erich Herzig - Alternate

Effective April, 2016: The Planning Board meets on the fourth Monday of each month, at 4:00 p.m., in Village Hall. Items to go before the Planning Board must be submitted to and approved by the Code Enforcement/Building Inspector Office no later than 7 days before the next scheduled Planning Board meeting.

Zoning Board of Appeals

The Village Zoning Board of Appeals consists of five members and one Alternate. The Board Members are:

  • Dave Radin, Chairman
  • Dave Reynolds
  • Jennifer Driscoll
  • Fred White
  • Elliott Blauvelt, Jr.
  • Alternate - VACANT

The ZBA meets on an as-needed basis to hear appeal requests regarding Area Variances, Use Variances, Code Interpretations, and the like. Items to go before the Zoning Board of Appeals must first be reviewed by the Village Planning Board for a recommendation. Then it can be heard for final action by the ZBA.

Next Zoning Board Meeting

Next Meeting: Wednesday, November 13th, 2019 - 4:00 p.m.: Regarding application of Amanda Friends, regarding 217 Steuben Street, for a Use Variance to operate a hair salon and dog grooming at the property location.


After more than two years in development, a new Comprehensive Plan was adopted by the Horseheads Village Board on Tuesday, April 20, 2010. Copies of this plan are available for public review at the Village Clerk’s Office, the Horseheads Free Library, and electronically (see below).
