The next Village Manager Roundtable Meeting will be held on Tuesday, April 26th, 2011 at 7:00 p.m. in Village Hall. (December Roundtable cancelled). This new program is designed for residents to attend an informal gathering with the Horseheads Village Manager to air concerns, discuss issues, and exchange ideas regarding Village matters. These roundtable meetings will be continue to be held on the last Tuesday of each month. Questions: - contact the Village Manager’s Office at 739–5666.

Our first annual Village Art Show and Contest proved to be a wonderful success. We had 28 entries in many different categories: paint, pencil, ceramic, metal sculpture, water color, and photography. Attendees mingled among the artwork, meeting and greeting the artists, and enjoying delicous appetizers and refeshments. Special thanks and recognition to Donna Hartsock and Heather Keiffer, from the Village Clerk’s Office, and to Deputy Mayor Ron Swartz, for their tireless work in organizing and planning this event.

At the exhibit the Village of Horseheads will be displaying original artwork of N.C. Wyeth. The paintings on display will be “The Conquerer” painted in 1922, and “Bronco Rider” painted in 1926. N.C. (Newell Convers) Wyeth was an American painter as well as an illustrator for some literature classics such as R.L. Stevenson’s Treasure Island, Paul Creswick’s The Legends of Robin Hood, as well as James Fenimore Cooper’s The Last of the Mohicans. The two paintings being shown were bequeathed to the Village of Horseheads back in the early 1970′s by Franklin Fisher. They are on long-term loan to the Arnot Art Muesum, and the Rockwell Museum.
Criteria for art submissions:
- Paintings/Drawings must be framed
- Photographs must be matted and framed
- Paintings/Drawings & photographs should not be any larger than 24X30
- Sculptures/Wood Cravings should not be any larger than 3 feet in height and 2 feet wide.
Dates & Deadlines
- Applications Available: March 1, 2011
- Application Close (Deadline): April 25, 2011
- Exhibition Date: April 30, 2011
- Artwork Delivery: Noon, April 30th
- Exhibition Time: 1PM-5PM
- Exhibition Place: Village of Horseheads Court Room
- Refreshments will be served.
Deadline for submitting an application has been extended to April 25th. Submit application to the Village Clerk’s Office at 202 S. Main Street.

There is still time to enter your artwork. The Village has extended the deadline to enter our Art Contest to Monday, April 25th. The contest entitled “LIFE IN THE VILLAGE” is open to all area artists. The exhibit/competition will take place on April 30, 2011 from 1PM-5PM at the Village of Horseheads Council Room. All residents are welcome to view the artwork as well as vote on the “People’s Choice” award. Awards will be given for 1st, 2nd, and 3rd place based on popular vote.

The budget calls for a 0% tax increase with no loss of personnel, and no loss of services to our residents. The tentative budget is available for review at Village Hall, 202 S. Main St., during regular business hours. The Board will hold a public hearing on the budget on April 14, 2011 at 7:05 p.m.

CALLING ALL ARTISTS!!! Do you like to paint, take photos, make carvings or sculptures? If the answer is yes, then we have some exciting news for you! The Village of Horseheads is hosting an Art Competition entitled “LIFE IN THE VILLAGE”. The competition is open to all area artists.
A photographer captures a special moment in time with a click of the shutter. A painter paints local park scene using oils on canvas. A sculptor molds and shapes life into an object frozen forever. This competition is aimed at capturing these moments…here in the Village of Horseheads.
The exhibit/competition will take place on April 30, 2011 from 1PM-5PM at the Village of Horseheads Council Room. All residents are welcome to view the artwork as well as vote on the “People’s Choice” award. Awards will be given for 1st, 2nd, and 3rd place based on popular vote.

2011 Sister City Student Exchange
The deadline for student applications for the June 2011 exchange trip to Nakagawa, Japan has been extended. Completed application materials will be accepted until Thursday, February 17 (before Mid-winter Recess). At the exhibit the Village of Horseheads will be displaying original artwork of N.C. Wyeth. The paintings on display will be The Conquerer, painted in 1922, and Bronco Rider, painted in 1926. N.C. (Newell Convers) Wyeth was an American painter as well as an illustrator for some literature classics such as R.L. Stevenson’s Treasure Island, Paul Creswick’s The Legends of Robin Hood, as well as James Fenimore Cooper’s The Last of the Mohicans. The two paintings being shown were bequeathed to the Village of Horseheads back in the early 1970′s by Franklin Fisher, as part of a large collection of rare books, sketches, and drawings. They are on long-term loan to the Arnot Art Muesum, and the Rockwell Museum.

Art Competition

A photographer captures a special moment in time with a click of the shutter. A painter paints local park scene using oils on canvas. A sculptor molds and shapes life into an object frozen forever. This competition is aimed at capturing these moments…here in the Village of Horseheads.

- Photographs must be matted and framed
- Paintings/Drawings & photographs should not be any larger than 24X30
- Sculptures/Wood Cravings should not be any larger than 3 feet in height and 2 feet wide.

School Safety
With school back in session there will be an increase in bus and pedestrian traffic. We encourage all motorists to observe the 15 MPH School Zone Speed Limits and watch for stopped school buses. Police Officers will be patrolling the school zones as an added measure to remind motorists of the need to drive safely & observe the law.
Below are a few safety tips that you can follow to help provide for a safe school year.
Walking and Biking to School Here are a few basic safety tips to follow: • Mind all traffic signals and/or the crossing guard — never cross the street against a light, even if you don’t see any traffic coming. • Walk your bike through intersections. • Walk with a buddy. • Wear reflective material…it makes you more visible to street traffic.
Riding the Bus Remember these safety tips: • Have a safe place to wait for your bus, away from traffic and the street. • Stay away from the bus until it comes to a complete stop and the driver signals you to enter. • Stay away from the bus until the driver gives his/her signal that it’s okay to approach. • Be aware of the street traffic around you. Trash Disposal Program is Back
The Village will again offer its Trash Disposal Vouchers to Village residents to haul one load of trash, free of charge, to the Chemung County Milling Station. This program will take place IN JULY ONLY.
The next Village Manager Roundtable Meeting will be held on Tuesday, May 25th at 7:00 p.m. in Village Hall. This new program is designed for residents to attend an informal gathering with the Horseheads Village Manager to air concerns, discuss issues, and exchange ideas regarding Village matters. These roundtable meetings will be continue to be held on the last Tuesday of each month. Questions: - contact the Village Manager’s Office at 739–5666.

Grand Central Avenue Work
The block of Grand Central Avenue from Fletcher St. to Sayre St. will be closed on Wednesday, August 16th from 7am to 5pm due to gas line replacement work. Motorists will be detoured through side streets. (:ifend:)
