Chief Michael J. Barton

Chief Barton was appointed Chief of the Horseheads Police Department on November 28, 2006. Chief Barton’s uncle, R. Craig Banfield who is a retired Horseheads Chief of Police served as his inspiration to become involved in Law Enforcement. Chief Barton began his career with the Horseheads Police Department in 1993 and has served in many capacities within the Department. From 1997 to 2003 he was assigned to the Elmira Police Multi-Agency SWAT team. Chief Barton attended the F.B.I. selective marksman training and served as a selective marksman. In 2001 he was promoted to the rank of Sergeant where he remained until his promotion to Chief. Some of Chief Barton’s past responsibilities include supervising a road patrol shift, managing the Uniform Crime Reports for New York State and the F.B.I., overseeing the police department police mountain bike unit and the Police Communications Officers. Chief Barton is past President of the Horseheads Police Benevolent Association Inc. where he served for many years and he also spent several years as the President of the Horseheads Fire Department where has been a member for almost 20 years. When not at work Chief Barton enjoys spending time with his family, working out, mountain biking, doing Shutzhund training with his German Shepherd and coaching Lacrosse.

Sergeant Scott C. Zelko

Sergeant Zelko began his career with Watkins Glen Police Department in 1993. He returned to Horseheads, his hometown and joined the Horseheads Police Department in 1995. After working road patrol, He was assigned to the position of criminal investigator, during this time he was responsible for major crime investigations and drug investigations, which resulted in numerous arrest over the past several years. He was promoted to the rank of sergeant in 2002. Some of sergeants Zelko’s responsibilities include, supervising a road patrol shift, supervising criminal investigations, case management and evidence procedures. He also oversees neighborhood watch and other community oriented projects.

Sergeant Daniel M. West

Sergeant West began his career in law enforcement in 1997 with the Corning Police Department. In 2001 he decided to join the Horseheads Police Department, where he was born and raised. He was promoted to the rank of sergeant in 2004. He is a certified firearms instructor, and general topics police instructor. Some sergeant West’s responsibilities are: Supervising a road patrol shift, overseeing the department’s computer aided dispatch and records management systems. He is a DEA certified Methamphetamine Lab technician. Sergeant West with the assistance of Officer Zack Stewart was instrumental in developing a lesson plan on Meth Lab officer safety, which was taught to over 800 law enforcement personnel.
