Thomas Stickler was appointed as Horseheads Police Chief on December 7, 2015. Prior to his career in New York State he was a k-9 handler and assistant trainer in Palm Beach County, Florida. He began his career in NYS Law Enforcement with the Painted Post Police Department (1983–1990), the City of Corning Police Department (1990–1991) and transferred to the Horseheads Police Department in 1991 and was assigned as Criminal Investigator. Chief Stickler was promoted to Sergeant in 1997 while maintaining Investigative duties. During his career, he was certified as a Master Firearms Instructor, Instructor Evaluator, Hostage and Crisis Negotiations, Criminal Investigations, Mental Health and CISM instructor, Tactical Chemical Agent instructor, Police General Topics, Undercover Operations, Arson and Fire Investigation and Weapons Armorer. Throughout his career he also oversaw the Departments Sex offender registry, Grant Writer, Evidence Custodian, worked for several years in a multi-agency drug task force and was a member of the Horseheads School District Response Team. He also created and instructed a High School accredited course “Perspectives in Law Enforcement”.

Scott Zelko graduated from the Southern Tier Law Enforcement Academy in 1994 and began his career as a Police Officer with the Watkins Glen Police Department. He returned to Horseheads, his hometown and joined the Horseheads Police Department in 1995. After working road patrol, he was assigned to the position of criminal investigator. During his career, Sgt. Zelko has been responsible for major crime investigations and drug investigations, many of which culminated in felony arrests. Dan West began his career in law enforcement with the Corning Police Department in 1997. In 2001 he joined the Horseheads Police Department, where he was born and raised. He was promoted to the rank of Sergeant in 2004. Sgt. West is a certified Master Firearms Instructor, Master General Topics Instructor, Taser Instructor and the police departments Armorer. He also attended several National Rifle Association School for Instructors. Some of Sergeant West’s responsibilities include: Supervising road patrol, training, overseeing the department’s computer records management system and grant writing. He is a DEA certified Methamphetamine Lab technician. Sergeant West (with the assistance of Elmira Police Officer Zack Stewart) was instrumental in developing a lesson plan on Meth Lab officer safety, which has been taught to Law Enforcement, Fire and EMS personnel throughout the area. Dave Murray Dave Murray started his career as a dispatcher in the Horseheads police Department in 1995. He graduated from the Broome County Law Enforcement Academy 1997 and joined the Watkins Glen Police Department in 1998. Sgt. Murray transferred to the Horseheads Police Department in 2000 as a patrol officer. In 2005, he was assigned as Department Investigator and promoted to Sergeant in 2007. Sgt. Murray is a certified Breathalyzer Operator and is also NYS Certified in Forensic Interviews. Sgt. Murray currently supervises a road patrol shift and is also the Department Investigator, handling all major case, sex crimes and child abuse investigations. Email Sg.
