Village Clerk/Treasurer

The Village Clerk/Treasurer’s Office supports the financial and administrative operations of the Village. The office activities include: tax collection, water meter reading, fee collection (such as building permits, sewer permits, recreation fees, etc.) bookkeeping, payroll, employee benefit administration, investment administration and central billing point for the Village Water and Cemetery Departments.

The Village Clerk-Treasurer’s Office is open Monday through Friday from 8:00am to 4:00pm.

Notary Public

Notary Services are provided to Village of Horseheads residents. Please bring proper photo identification (New York State Drivers License, Non-Driver ID, or Student ID card are acceptable). You must sign the forms in the presence of a notary in order for them to be notarized.

Non-residents will be charged the following as per New York Executive Law Sections 135 and 136:

Acknowledgments

$2 per person

$2 for each witness thereto
Jurats $2 per person (including oath)
Oaths of Affirmations $2 per person (without jurat)
Proofs of Execution

$2 per person

$2 for each witness thereto
Protests for Non-Payment

$0.75 per protest

$0.10 per notice of protest not to exceed five notices
