Village Board of Trustees
The Village Board assists in the guidance of Village operations and priorities, establishes policies, oversees the budget, and appoints committee members as well as the Village Manager. The Village Board serves as an advocate for its community and ensures all areas of the municipality are being maintained and cared for.
Mayor Kevin Adams
Kevin was elected as Mayor of the Village in November of 2023, replacing outgoing Mayor Rob Maloney.
I was born, raised, and reside in the Village of Horseheads with my daughter, Lily. The Village is where my grandparents, parents, and I have chosen to raise our families. For each of the three generations, we decided to live where we felt safe, had a sense of community, access to an excellent school system, and a place we could be a part of.
Nearly fifteen years ago, I decided to leave the private sector to dedicate my career to improving our community. My first thirteen years of service were spent at the Chemung County Youth Bureau. I provided maximum value to the public by applying my Bachelor’s and Master’s business degrees to optimize funding opportunities from New York State for our local community.
During the pandemic, I was blessed to be assigned to the Chemung County Health Department, where I utilized my information technology experience and education from the Rochester Institute of Technology to create software for the Mass Vax Center. Then, in 2021, I continued with my mission for community service by running and winning a position on the Horseheads Central School District Board of Education.
Now as the Mayor of the Village of Horseheads, I am 100% dedicated to the mission of building our community. I have the passion and skill set to accelerate the Village of Horseheads so that future generations will want to raise their families in this place we call home.
Deputy Mayor/Trustee William Goodwin
Bill began office as Trustee on December 7, 2015. Bill graduated from Thomas Edison High school in 1982. A US Navy veteran, he attended Erie Community College in Buffalo and “Boys State” at Morrisville College majoring in Ophthalmic Dispensing. He’s been a licensed optician for 28 years and counting. Bill’s community involvements include Horseheads Merchants Association, Horseheads Village Planning Board member, Community Advisory Committee for the Horseheads School District, Horseheads Sister City host family and Sister City Exchange Committee, Arctic League Volunteer, Southern Tier Food Bank, and Salvation Army. He is also a past licensed real estate agent. Bill was recently named Republican of the Year Chemung County Wide by the Chemung County Republican Committee for 2019–2020 and was recently sworn into the Chemung County Sewer District Number 1 Administrative Board with a term set to expire on April 9, 2026.
Bill is married to Kathy, a licensed respiratory therapist with 36+ years of experience and graduate of Elmira College. They have 4 children: Bill Jr.- CCC Criminal Justice graduate, Eagle Scout and area law enforcement; Katelyn- St John’s graduate, working in corporate America in Manhattan, NY and Newport, RI; Nicholas- Syracuse University and Whittman School of Finance graduate, working in corporate America in Nashville, TN; and Conor attends Corning Community College in the Computer Science Program and has been accepted to RIT in Rochester, NY. All four kids attending St Mary’s school from Pre-K through 6th grade and then Horseheads School District 7th through 12th.
Bill’s hobbies include refurbishing and developing many area properties such as the Horseheads train station, Sullivans Diner, Hanover Square locations, Pierces Restaurant, the Elmira Heights Movie Theater, CasaBlanca Inn, Seneca Grand Prix Fun Park, the old St. Mary’s Church on Broad Street and the old Friendly’s restaurant on Miracle Mile. Bill also likes running heavy equipment, welding, roofing, plumbing. He also flies ultra light, works on hot rods, Harleys, and little reg wagons for his new granddaughter, Harper Ray.
Trustee Pat Gross
Pat is a lifelong resident of the Village of Horseheads. She graduated from Horseheads High and then attended Nazareth College earning a BS in Nursing. Pat married her husband Carl, also a lifetime resident of Horseheads, and a teacher of physical education in Horseheads. They have three grown children. Carl currently lives in Corpus Christi Texas, Vickie lives in Horseheads and Dan lives in Hamburg, NY. Pat and Carl are blessed with six grandchildren who they take great delight in.
Pat worked for six years in the Horseheads School District as a School Nurse Teacher, and 27 years at the Chemung County Health Department. She worked as a staff nurse, as a health educator in the community, a supervisor and retired as the assistant Director of Patient Services. Pat was fortunate to enjoy every year of her work experience.
Pat has always enjoyed volunteering in our community. As a room mother at Broad Street School, on Project Graduation, ran the concession stand for Cinderella for three years, Horseheads Woman’s Club (President), Chemung County Council of Women, Friends of Horseheads Library Board, volunteer at Horseheads Historical Society Depot, the Horseheads Food Pantry, Horseheads Alumni Association, and the Horseheads Petal Pushers – an organization that has been very instrumental in planting flowers in our Village, and at the Zim House. Along the way she has enjoyed meeting many talented people who also love Horseheads.
In 1990 the house was empty of children and with a little encouragement she ran for the Village Board where she served as Trustee from 1990–1993, and as Village Mayor from 1993–2007. This experience taught Pat much about the Horseheads, Village and Town and Chemung County governments in general.
Pat looks forward to serving the residents of this Village and will work very hard to rebuild the trust of its people.
Trustee George Koliwasky
Trustee Koliwasky was appointed on March 14, 2024 to fill a vacancy on the Board.
Trustee Ron Finefrock
Trustee Finefrock was appointed on April 9, 2024 to fill a vacancy on the Board.
After relocating from western Pennsylvania for employment opportunities, Ron and his wife have spent the past 38 years living in the Village.
Upon honorable discharge from the military, I continued my career with Anchor Glass Container, upon retirement, a second career with F.M. Howell & Company as Director of Corporate Quality along with serving as the Director of Logistics for the company. Currently, and for the past 20 years, I remain active in the real estate business as a licensed associate real estate broker.
My wife Diane retired from the Horseheads School District and is a representative for LifeWave, a health technology company, specializing in stem cell research.
Our son Ryan is a graduate of Horseheads High School, Michigan State University, and the Cleveland Institute of Music. Ryan holds a position as Manager of Personnel with the Cleveland Orchestra and continues to play professionally with various orchestras as time allows.
I greatly enjoyed volunteering at the Horseheads animal shelter. I’m a member of the Bently-Trumble Horseheads American Legion Post 442, Horseheads Moose Lodge 1476, and Edenburg Lodge #550 Free and Accepted Masons.
The Village of Horseheads has offered so much to my family over the years, as a Trustee, it’s my time to give back to the community. I look forward to the opportunity.
